Central Carolina Technical College President Announces Retirement

Sumter, SC (08/18/2025) — Central Carolina Technical College (CCTC) has announced four distinguished finalists in its search for the college's next president. Each candidate will participate in interviews at CCTC on Tuesday, August 19 and Wednesday, August 20.

The finalists are:

Dr. Shannon L. Hair - Dr. Hair currently serves as Vice President of Institutional Advancement & Development at Danville Community College (DCC) in Virginia, where he is also Executive Director of both the DCC Educational Foundation, Inc. and the DCC Educational Foundation Real Estate, LLC. Since joining DCC in 2010, he has led two successful major gifts campaigns, raising over $17.5 million, and has secured more than $65 million in total funding. His leadership spans strategic planning, enrollment management, student affordability, workforce and economic development, capital projects and faculty/staff professional development. Dr. Hair is a DCC graduate and holds degrees from Old Dominion University, the University of Nebraska and National University, along with multiple economic development certifications.

Dr. James W. Ross - Dr. Ross brings 25 years of executive leadership in community colleges, including service as Vice President at Eastern Florida State College and Piedmont Virginia Community College. Most recently, he served seven years as President of Pamlico Community College, where his leadership earned the institution the number one national ranking for student success by WalletHub in 2021 and 2023. Known for his team-oriented approach, Dr. Ross has also completed Harvard's Graduate School of Education leadership program. He holds degrees from Slippery Rock University and Nova Southeastern University.

Dr. Rosline Sumpter - A native of Sumter, South Carolina, Dr. Sumpter currently serves as Vice President and Chief Academics, Student Affairs & Research Officer for the South Carolina Technical College System. She has led statewide initiatives that expand transfer opportunities, improve student outcomes and strengthen workforce readiness across the System's 16 colleges. An Aspen Rising Presidents Fellow, Dr. Sumpter's background includes academic leadership at the University of Maryland Baltimore County and the University of South Carolina, as well as industry experience with Roche Pharmaceuticals. She earned her bachelor's, master's and doctoral degrees from the University of South Carolina.

Dr. Jennifer Wilbanks - Dr. Wilbanks is Executive Vice President for Academics and Workforce Development at Horry-Georgetown Technical College, with more than 22 years of higher education experience. Her prior roles at Piedmont Technical College include assistant vice president for academics, dean, instructor and outreach counselor. She is a graduate of the Future Presidents Institute of the American Association of Community Colleges and the South Carolina Technical College System's Leadership Academy. A native of South Carolina, Dr. Wilbanks holds degrees from the University of South Carolina and Clemson University. She is active in her community, serving on multiple boards, and was named SCTEA Educator of the Year in 2023.

The Area Commission is expected to name the next president following the conclusion of the interview process.
